Child Safety & Child Sexual Abuse and Exploitation Policy

1. Our Commitment to Child Safety

Viber is committed to protecting children and maintaining a safe environment for all users.

Viber has zero tolerance for child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM), child grooming, sexual exploitation of minors, sextortion, trafficking of children, or any other behaviour that places a child at risk of sexual abuse or exploitation.

The use of Viber for any form of child sexual abuse or exploitation is strictly prohibited.

This policy applies to all users, content, communications, profiles and activities conducted through Viber.

2. Prohibited Child Sexual Abuse and Exploitation

Users must not use Viber to create, upload, store, distribute, request, solicit, promote, advertise or otherwise facilitate any material or behaviour involving the sexual abuse or exploitation of children.

Prohibited activities include, but are not limited to:

  • Creating, uploading, sharing or distributing Child Sexual Abuse Material (CSAM).

  • Requesting or soliciting sexual images or other sexual material from a child.

  • Sexualising or sexually exploiting a minor.

  • Grooming or attempting to groom a child for sexual purposes.

  • Attempting to establish contact with a child for the purpose of sexual exploitation.

  • Sextortion or blackmail involving a child or alleged intimate material involving a child.

  • Advertising, soliciting or facilitating the commercial sexual exploitation or trafficking of children.

  • Encouraging, assisting, instructing or facilitating child sexual abuse or exploitation.

  • Attempting to evade Viber's safety or moderation systems in order to facilitate child exploitation.

  • Using fictional, computer-generated or altered material to facilitate or promote the sexual exploitation of children.

Any content or behaviour that violates these standards may result in immediate removal and suspension or permanent termination of the associated account.

3. User Reporting and Complaints

Viber provides users with a mechanism to report content or behaviour that they believe violates our child-safety standards.

Users may report suspected child exploitation, inappropriate interactions involving minors, or suspected CSAM through the reporting mechanism available within the Viber application.

Reports should include as much relevant information as reasonably possible, including:

  • The account or user involved.

  • The relevant post, message or content.

  • The reason for the report.

  • Any other information that may assist Viber in investigating the matter.

Reports concerning the safety of a child are treated seriously and may be prioritised for review.

Users should not download, copy or redistribute suspected CSAM for the purpose of making a report.

4. Action Following Reports

When Viber becomes aware of content or behaviour that may constitute child sexual abuse or exploitation, we will take appropriate action consistent with applicable law and our policies.

Depending on the circumstances, this may include:

  • Removing or restricting access to prohibited content.

  • Suspending or permanently terminating accounts.

  • Restricting the ability of an account to create, upload or distribute content.

  • Preserving relevant information where legally permitted or required.

  • Investigating associated accounts or activity.

  • Reporting suspected illegal activity to appropriate law-enforcement or child-safety authorities where required or appropriate.

  • Cooperating with lawful requests from relevant authorities.

Viber does not permit users to use the service to facilitate or conceal child sexual abuse or exploitation.

5. Child Sexual Abuse Material (CSAM)

Viber strictly prohibits CSAM.

If Viber obtains actual knowledge of CSAM being distributed or otherwise made available through its services, Viber will take appropriate action, which may include removing or restricting access to the material, terminating associated accounts and making reports to appropriate authorities where required by applicable law.

Viber will not knowingly permit its platform to be used as a means of distributing, requesting, promoting or facilitating CSAM.

6. Child Grooming

Viber prohibits grooming or other behaviour intended to establish a relationship with a child for the purpose of sexual abuse or exploitation.

This includes attempts to:

  • Establish inappropriate relationships with children.

  • Move conversations with children to another service for the purpose of sexual exploitation.

  • Request sexual images or information from children.

  • Arrange sexual contact with a child.

  • Manipulate, threaten or pressure a child into sexual activity or sharing intimate material.

Such behaviour may result in immediate account termination and reporting to appropriate authorities where required or appropriate.

7. Sextortion and Threats Against Children

Viber prohibits sextortion, blackmail or threats involving children.

This includes threatening to expose, distribute or otherwise misuse intimate images or alleged intimate images of a child.

Accounts involved in such conduct may be immediately suspended or terminated and may be reported to appropriate authorities.

8. Age and Child Safety

Viber does not permit the use of its platform for any activity that sexually exploits, abuses or endangers children.

Where Viber becomes aware that an account or activity presents a child-safety risk, appropriate action may be taken regardless of whether the user has attempted to misrepresent their age.

Users are responsible for complying with the age requirements and other requirements applicable to Viber and their jurisdiction.

9. Enforcement

Violations of this Child Safety Policy may result in enforcement action without prior warning.

Enforcement measures may include:

  1. Removal of content.

  2. Restriction of account functionality.

  3. Temporary suspension.

  4. Permanent account termination.

  5. Blocking associated accounts or activity.

  6. Reporting to relevant authorities where required or appropriate.

The severity of the enforcement action will depend on the circumstances and applicable law.

10. Cooperation With Authorities

Viber will cooperate with appropriate law-enforcement agencies and child-safety authorities in accordance with applicable law.

Where required by applicable law, Viber may report confirmed or suspected child sexual abuse or exploitation to the appropriate authority.

Viber may preserve relevant information where legally permitted or required to assist with investigations.

11. Child Safety Point of Contact

Viber has designated a point of contact responsible for receiving child-safety related communications and responding to potential notifications concerning CSAE or CSAM.

This contact should be monitored regularly and must be capable of addressing child-safety reports and communications from Google Play or relevant authorities.

12. User Safety Responsibilities

All Viber users are expected to comply with this policy.

Users must not:

  • Engage in sexual activity or communications with children.

  • Request or distribute sexual material involving minors.

  • Facilitate child exploitation.

  • Attempt to groom children.

  • Threaten or blackmail children.

  • Use Viber to arrange or facilitate sexual exploitation or trafficking of children.

  • Assist another person in violating this policy.

Users who encounter potentially illegal or dangerous content should report it through Viber's reporting mechanism rather than sharing or redistributing the material.

13. Policy Updates

Viber may update this Child Safety & Child Sexual Abuse and Exploitation Policy from time to time to reflect changes in applicable law, Google Play requirements, technology, safety practices or the operation of the Viber platform.

The current version of this policy will be made publicly accessible through the Viber website or other official Viber policy location.
